Reappropriates $8,792,412 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects, effective July 1, 2021.

Reappropriates $788,890 from the Arkansas Division of Heritage Special Fund Account for special maintenance, effective July 1, 2021.

Reappropriates $26,100,000 from the Development and Enhancement Fund for grants and loans to state agencies, cities, counties, and non-profit organizations for projects preserving natural and cultural heritage, advancing the arts, and chronicling state history, effective July 1, 2021.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursement of funds.

Declares emergency clause to ensure July 1, 2021 effective date is essential to agency operations, with act approved March 1, 2021.
