Adds Arkansas Code § 14-1-104 establishing legislative findings that home-based businesses are economically important and that local government permit requirements can hinder entrepreneurship.

Defines "home-based work" as occupations performed in residences that are clearly incidental and secondary to residential dwelling purposes.

Prohibits local governments from banning home-based work but allows restrictions only on external signage, nuisances, health/fire/safety codes, traffic/parking codes, protections for vulnerable populations, employee/customer limitations, and location-neutral business licenses.

Requires local governments to demonstrate that any enforcement action against home-based work violations is consistent with the permitted restrictions in the statute.

Amends county and municipal zoning ordinance provisions to require that zoning ordinances allow and regulate home-based work according to the standards established in § 14-1-104.
