Discontinues use of qualified health benefit plans and private insurance for the Medicaid expansion population, shifting eligible individuals into traditional fee-for-service Arkansas Medicaid Program effective January 1, 2022.

Eliminates individual premium assistance payments to health insurers for Medicaid expansion enrollees while maintaining continuous coverage during the transition period.

Repeals the Arkansas Works Act of 2016 (effective December 31, 2021) and transfers all funds from the Arkansas Works Program Trust Fund to the Arkansas Medicaid Program Trust Fund.

Requires the Department of Human Services to submit federal waiver applications and amendments by January 1, 2022, to implement the program changes and maintain coverage during transition.

Declares an emergency to enable immediate reforms to the Medicaid expansion population, with the bill becoming effective upon governor approval or within the veto period.
