Reduces the waiting period for withdrawing a student from public school before enrolling in home school from 14 calendar school days to 5 calendar school days, effective at any time other than the beginning of the school year.

Allows the superintendent or local school district board of directors to waive the 5-day waiting period requirement.

Repeals the requirement that parents or legal guardians include a statement of their child's intent to seek a driver's license in the current school year when notifying a school district of intent to home school.

Adds a new provision requiring students to return all temporarily issued school property, pay for any unreturned items, or wait until the semester ends before becoming eligible to enroll in home school.

Permits the superintendent or school board to waive the 5-day waiting period if they are satisfied with the return of temporarily issued items, resources, supplies, materials, or other school property.
