Adds the "Human Egg Provider Protection Act" as a new subchapter to Arkansas Code Title 20, Chapter 16, establishing regulations for egg harvesting procedures and compensation

Restricts egg harvesting to licensed physicians performing the procedure in state-licensed hospitals, clinics, or medical facilities meeting Department of Health standards

Prohibits payment to human egg providers for eggs, successful cycles, or desirable genetic traits they possess

Requires solicitations for human egg providers to disclose drug and hormone treatments, total office visits required, and intended use of eggs, while prohibiting offers of compensation in recruitment materials

Establishes penalties of Class A misdemeanor for intentional or knowing violations, plus civil fines ranging from $500 to twice the gross pecuniary gain derived from the violation
