Amends Arkansas Code § 22-5-801 to require the Commissioner of State Lands to provide hardware, software systems, and maintain a website for electronic filing of bids, permits, leases, production reports, and payments related to sand and gravel extraction.

Amends Arkansas Code § 22-5-801 to establish similar electronic filing requirements for oil, natural gas, casinghead gas, coal, other minerals, and timber or logs extraction.

Amends Arkansas Code § 22-5-802 to require the Commissioner of State Lands to implement electronic systems and maintain a database for sand, gravel, timber or logs, and minerals extraction filings.

Amends Arkansas Code § 22-5-808(b)(1) to specify that application and permit fees cover both processing costs and providing public notice.

Section 1 and Section 3 are effective January 1, 2022; Section 2 is effective July 1, 2022.
