Amends Arkansas Code § 9-9-209(b)(1) to clarify the language regarding withdrawal of adoption consent by changing "it is" to "the consent to adopt is"

Maintains the 10-calendar-day withdrawal period, or 5-calendar-day period if a waiver is elected, following consent signature or child's birth, whichever is later

Requires filing of withdrawal affidavit with the probate division clerk in the designated county for either the guardianship petition or adoption petition

Allows filing on the next working day if the deadline falls on a weekend or legal holiday, with no filing fee charged

Raises the age threshold for minors whose consent withdrawal deadlines may be waived by the court from 10 years to 12 years of age
