Adds definition of "existing property" to Arkansas Code § 14-56-204(c) as land within a geographic boundary or district defined by municipal policy, regulation, or ordinance on or before February 28, 2019.

Amends Arkansas Code § 14-56-204(d)(10) to exempt certain municipal residential building design regulations from restrictions, specifically those applied only to existing properties where design elements were already regulated as of February 28, 2019.

Allows municipalities to apply less restrictive residential building design regulations on existing property than those in effect on February 28, 2019 without triggering statutory limitations.

Permits municipal policies, regulations, or ordinances affecting residential building design elements that do not affect residential design elements at all.
