Adds definition of "good moral character" to Arkansas Code § 17-3-101 as a personal history of honesty, trustworthiness, fairness, good reputation for fair dealings, and respect for the rights of others and laws.

Amends Arkansas Code § 17-3-102(d) to prohibit licensing entities from using vague or generic terms including "moral turpitude" and "good character" as basis for granting or denying licenses.

Creates new Arkansas Code § 17-3-105 requiring licensing entities to consider the good moral character of an individual before issuing a license.

Prohibits licensing entities from considering arrests without a subsequent conviction when making licensing decisions.

Requires all licensing entities to promulgate rules implementing this act by January 1, 2022, or as soon as practicable after Legislative Council approval under § 10-3-309.
