Appropriates $76,350 supplemental funding for ADTEC/University Center Partners programs, personal services, operating expenses, equipment and grants.

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization laws, salary restrictions, and Department of Finance and Administration regulations.

Directs that funds be used in compliance with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective date due to insufficient existing funds for the university to continue essential governmental services, with effect from date of passage and approval.
