Amends Arkansas Code § 27-53-101 to define "physical injury" as impairment of physical condition, substantial pain, or bruising/swelling/visible marks from trauma, and "serious physical injury" as injury creating substantial risk of death or causing protracted disfigurement or loss of bodily function.

Requires drivers involved in accidents resulting in physical injury or death to immediately stop at the scene and remain until fulfilling requirements under § 27-53-103.

Establishes penalties for failing to remain at accident scene: Class D felony for accidents resulting in physical injury to another person, and Class B felony for accidents resulting in serious physical injury or death to another person.

Transfers authority to revoke driver's licenses from the Commissioner of Motor Vehicles to the Secretary of the Department of Finance and Administration for convictions under this section.
