Adds definitions to Arkansas Code § 5-54-201 for "explosive or incendiary device" and "hoax bomb" (a device designed to look like an explosive or incendiary device)

Amends Arkansas Code § 5-54-209 to make it illegal to knowingly deliver or cause delivery of a hoax bomb to governmental facilities, schools, businesses, hospitals, office buildings, or similar public facilities, or to a person's home, business, or place of work

The offense of using a hoax bomb is committed when delivery is made with the purpose of causing anxiety, unrest, fear, personal discomfort, or evacuation of a facility

Establishes use of a hoax bomb as a Class C felony (changed from Class D felony)
