Appropriates $10,000,000 from the Development and Enhancement Fund for state investment in vital infrastructure including public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Appropriates $40,000,000 for construction, renovation, maintenance, equipment, grants, loans, personal services, and operating expenses for projects that protect, enhance, and restore the environment.

Appropriates $5,000,000 for state investment in infrastructure for public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Takes effect July 1, 2021 as an emergency measure essential to agency operations.
