Appropriates $30,000,000 to the Department of Parks, Heritage, and Tourism - Division of Heritage from the Development and Enhancement Fund for grants and/or loans to eligible entities.

Funds support projects that preserve and promote Arkansas's natural and cultural heritage, advance the arts, establish or maintain natural areas, and chronicle the state's social, political, creative history, and cultural traditions.

Eligible recipients include state agencies, cities, counties, and community-based non-profit organizations.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in fund disbursement.

Becomes effective July 1, 2021 under emergency clause to ensure immediate operation of agency programs.
