AR HB1536

Appropriates $387,610 from the Development and Enhancement Fund to the Department of Veterans' Affairs for construction of a maintenance/storage facility and parking lot at the North Little Rock State Veterans' Home.

Permits the Department to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be used in compliance with stated reasons for appropriation as evidenced by budget manuals, Agency Requests, Executive Recommendations, and Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2021 to ensure timely operation of the agency and prevent irreparable harm to essential governmental programs.
