Appropriates $4,700,000 to the Department of Education - Educational Television Division for maintenance of broadcast infrastructure, network distribution, operating expenses, and federal matching grant requirements.

Appropriates $8,000,000 for Next Gen TV Advanced Television Systems Committee - 3.0 Broadcast Standard Upgrade.

Funds are payable from the Development and Enhancement Fund and may be supplemented by grants, donations, federal funds, and unobligated cash income of the agency.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws unless otherwise specified by law.

Effective July 1, 2021, with an emergency declaration due to constitutional restrictions on multi-year appropriations.
