Creates the "Personal Care Medicaid Reimbursement Act" to establish reimbursement rates for personal care services in the Arkansas Medicaid Program.

Establishes a base reimbursement rate of $12.35 per unit for personal care services, defined as assistance with activities of daily living, respite care, or attendant care provided in the home.

Requires the Arkansas Medicaid Program to review reimbursement rates within 180 days if the state or federal minimum wage increases above Arkansas's current minimum wage.

Mandates the Department of Human Services submit a state plan amendment or waiver within 180 days of completing the review to modify reimbursement rates retroactive to the maximum allowable date under federal law.

Ensures reimbursement payments do not exceed the Medicaid upper payment limit set by the Centers for Medicare & Medicaid Services, and requires sufficient funds to reimburse providers for the hours of care beneficiaries need or qualify for.
