Establishes one (1) regular employee position of GOV OFC PROGRAM COORDINATOR with a maximum annual salary of $63,000 for the Office of the Governor for fiscal year 2021-2022.

Authorizes one (1) part-time or temporary employee ("Extra Help") for the Office of the Governor, payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $583,543 from the State Central Services Fund for personal services and operating expenses, including $63,000 regular salaries, $7,500 extra help, $18,170 personal services matching, $317,873 operating expenses, and $177,000 professional fees.

Requires all fund disbursements to comply with applicable state procurement, accounting, budgetary procedures, revenue stabilization, and salary laws, plus Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2021 to ensure immediate operation of the Office of the Governor, as the Arkansas Constitution prohibits appropriations for more than one year.
