Establishes one regular employee position for the Office of the Governor at the title of "GOV OFC PROGRAM COORDINATOR" with a maximum annual salary of $63,000 for fiscal year 2020-2021.

Authorizes one temporary or part-time employee ("Extra Help") for the Office of the Governor for fiscal year 2020-2021 at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $194,515 from the State Central Services Fund to the Office of the Governor for fiscal year 2020-2021, including $21,000 for regular salaries, $2,500 for extra help, $6,057 for personal services matching, $105,958 for operating expenses, and $59,000 for professional fees.

Requires that all funds be disbursed in compliance with state procurement laws, accounting procedures, revenue stabilization laws, and regulations established by the Department of Finance and Administration.

Declares an emergency clause effective upon passage and approval, stating that existing appropriations are insufficient for the Office of the Governor to provide essential governmental services.
