Defines "retired law enforcement officer" as a former employee of the Division of Arkansas State Police who retired in good standing and served a minimum of 10 years as a law enforcement officer.

Exempts retired law enforcement officers and former elected or appointed sheriffs from concealed handgun license fees and training requirements under Arkansas Code § 5-73-309(13) and § 5-73-322(g).

Allows retired law enforcement officers to automatically receive a concealed carry endorsement for public university, public college, and community college buildings and grounds without completing the required 8-hour training course.

Exempts retired law enforcement officers with a concealed carry endorsement from prohibitions on carrying concealed handguns in publicly owned buildings and certain other prohibited places unless otherwise restricted by law.

Maintains that licenses issued to retired law enforcement officers are valid for 5 years and are revocable on the same grounds as other licenses, and they must still meet standard qualification requirements for applicants.
