Modifies the applicability of vehicle towing and immobilization laws to apply only to entities that are hired to tow or store vehicles, removing the requirement that they engage in such business.

Exempts tow vehicles used for noncommercial purposes from the subchapter, including personal use vehicles, those transporting historic or antique vehicles, and parade tow vehicles.

Clarifies that "consent" to towing does not include vehicle repossession by lienholders or their agents, and adds a new definition of "repossession" for towing by lienholders.

Increases the Arkansas Towing and Recovery Board membership from four to five members from the towing industry and reduces consent-only towing business representatives from two to one member.

Authorizes the board to adopt rules for registration of consent-only towing businesses and issue certificates of registration for a fee not to exceed $25, and allows repossession towing license fees not to exceed $200.
