Amends Arkansas Code § 16-93-1202(10) to reorganize and expand the definition of "target group" for community correction eligibility by converting a narrative list into a detailed subsection structure with 17 specific offense categories (labeled a-q)

Adds "leaving the scene of an accident resulting in death or injury" (§ 27-53-101) and "endangering the welfare of a minor in the first degree" (§ 5-27-205) to the list of qualifying target group offenses

Explicitly includes solicitation, attempt, and conspiracy to commit listed offenses as part of the target group, moving this provision from a separate subsection into the main offense list

Clarifies that "violent or sexual" offenses include crimes against the person under specified statutes, offenses requiring physical force or serious physical harm, and those requiring sex offender registration; excludes terroristic threatening when no firearm is used

Maintains that only target group offenders and offenses may access community correction facilities (except technical violators) and confirms the Division of Community Correction retains final eligibility determination authority
