AR HB1590

Amends Arkansas Code § 16-66-209 to create an exception to the exemption of insurance proceeds from seizure by allowing judgment creditors to collect on insurance payments when the beneficiary has been convicted of a felony offense related to personal injury that gave rise to the judgment.

Maintains the general exemption protecting life, health, accident, and disability insurance proceeds from liability, seizure, and debt collection for all residents of Arkansas.

Defines "moneys" as payments made under an insurance policy to compensate the insured or beneficiary for a claim, or to compensate the owner, insured, or beneficiary for the cash surrender value of the policy.

Declares the act an emergency measure effective upon the Governor's approval, with the stated purpose of allowing judgment creditors to begin collecting on valid judgments without further delay.
