Creates the Arkansas Student Protection Act as a new subchapter of Arkansas Code Title 6, Chapter 18, effective upon approval on April 21, 2021.

Defines "abortion" as terminating a clinically diagnosable pregnancy with intent to cause death of the unborn child, with exceptions for saving the mother's life, preserving fetal health, removing dead unborn children from spontaneous abortion, or removing ectopic pregnancies.

Prohibits public schools and open-enrollment public charter schools from knowingly entering into any transaction with individuals or entities that perform, induce, or provide abortions.

Requires the Division of Elementary and Secondary Education to promulgate implementation rules and each school to establish policies to comply with the act.

Directs schools that knowingly violate the act to appear before the State Board of Education to explain the violation and demonstrate how future violations will be prevented.
