Allows retired prosecuting attorneys and retired deputy prosecuting attorneys designated by the prosecuting attorney to carry concealed handguns if they meet specified eligibility requirements.

Requires eligible retirees to have retired in good standing for reasons other than mental disability, been authorized to carry firearms in their duties, and possess appropriate photographic identification from a prosecuting attorney's office.

Mandates retirees have fingerprint impressions on file with authorization for criminal history record screening, meet firearms training requirements within the past 12 months under Arkansas Code § 16-21-147(b)(4), and have worked as prosecutors for at least 10 years.

Prohibits retirees from carrying concealed handguns while under the influence of alcohol or intoxicating substances and requires prosecuting attorneys to maintain records of authorized retirees.

Exempts retired prosecuting attorneys and deputy prosecuting attorneys carrying concealed handguns from restrictions in Arkansas Code § 5-73-306.
