Requires the State Highway Commission to develop a "dig once policy" that minimizes excavations when installing telecommunications infrastructure in highway right-of-ways.

Mandates the commission determine the feasibility of installing empty conduit pipe during roadway construction projects and require installation when feasible.

Requires the commission to provide information and access to ready-made buried conduit piping to enable telecommunications providers to utilize the infrastructure without additional construction.

Commission must develop and file initial rules implementing this policy by November 1, 2021, or as soon as practicable after Legislative Council approval under § 10-3-309.

Policy is intended to expand broadband access throughout Arkansas by allowing telecommunications providers to use pre-installed conduit during highway construction projects.
