Amends Arkansas Code § 14-52-101 to authorize city councils of first-class cities to establish police departments with proper means and equipment to provide law enforcement services that preserve peace and protect citizens and property.

Allows first-class cities to contract or enter interlocal agreements with existing law enforcement agencies as an alternative to establishing their own police department.

Amends Arkansas Code § 14-52-102 to authorize governing bodies of second-class cities and incorporated towns to establish police departments or provide law enforcement services to effectively preserve peace and protect citizens and property.

Allows second-class cities and incorporated towns to contract or enter interlocal agreements with existing law enforcement agencies as an alternative to establishing their own police department.
