Expands the definition of "related minor child" under the Childcare Facility Licensing Act to include children known through a close family relationship, including friends and social groups with which the caretaker has been associated for more than six (6) months.

Prohibits the Division of Child Care and Early Childhood Education from imposing minimum postsecondary education requirements higher than a high school diploma or four (4) years of experience in a related field for childcare facility directors.

Prohibits the division from requiring more than a high school diploma or GED as a prerequisite for staff members and volunteers to work at a childcare facility.

Requires the division to consider staff members enrolled and actively working toward minimum postsecondary educational requirements as having met those requirements for the duration of their enrollment.
