Allows city or town councils with mayor-council government to request county party committees conduct party primaries for municipal offices, unless the governing body passes a resolution to conduct nonpartisan elections instead.

Requires resolution for nonpartisan municipal elections to be passed before January 1 in May election years, or at least 60 days before the party filing period begins in March election years.

Resolutions establishing nonpartisan elections remain in effect for two (2) years unless revoked by the city or town council; clerk or recorder must mail certified copies to county and state party committee chairs.

Repeals Arkansas Code § 14-42-206(f) pertaining to city administrator and city manager forms of government.

Amends election procedures for city manager and city administrator forms of government to clarify that director positions 1-4 are elected by ward electors, mayor and director positions 5-7 are elected citywide, and requires elected directors to continue residing in their respective wards or cities during their terms.
