Repeals Arkansas Code Title 2, Chapter 16, Subchapter 7 entirely, eliminating the Arkansas Fire Ant Advisory Board and all its associated provisions regarding membership, chair duties, rules, and annual reporting.

Repeals Arkansas Code § 15-20-1110, eliminating the Litter Utilization Committee that was responsible for facilitating removal and utilization of excess poultry litter in nutrient surplus areas.

Repeals the definition of "Wetlands Technical Advisory Committee" from the Arkansas Wetlands Mitigation Bank Act and removes all references requiring consultation with this committee in mitigation bank operations and annual reporting.

Corrects the Red River Compact Commission by removing it from Department of Agriculture administration and transferring it through cabinet-level department transfer, restoring its previous powers and duties under § 15-23-501 et seq., noting it was transferred to Agriculture in error by Acts 2019, No. 910.

Removes multiple cross-references and delegation authorities related to the Arkansas Fire Ant Advisory Board, Litter Utilization Committee, Wetlands Technical Advisory Committee, and Red River Compact Commission from various sections of the Arkansas Code concerning Department of Agriculture functions and transfers.
