Allows high-risk individuals with concealed handgun licenses expired on or after March 17, 2020, to apply to the Arkansas State Police Division for automatic reinstatement or an extension of validity.

High-risk persons are those identified by the Department of Health as vulnerable to COVID-19 exposure based on age, health conditions, or employment.

Eligible applicants can receive either automatic license renewal valid for up to 18 months or an extension of up to 18 months to complete in-person renewal requirements.

Licenses remain valid during the extension period unless suspended or revoked by law.

Bill declares an emergency and takes effect upon gubernatorial approval, expiration of the veto period, or veto override, citing public health and safety concerns.
