Defines "existing electric generating unit" as a facility subject to Arkansas Public Service Commission jurisdiction located in Arkansas that has previously provided power and remains connected to the electric utility grid

Requires the Arkansas Public Service Commission to conduct retirement reviews starting in 2021 and every three years thereafter, including cost-benefit analysis, rate impact analysis, grid reliability assessment, and explicit findings on whether life extensions serve the public interest
