Establishes that audit costs provide basis for determining reasonable reimbursement from state entities and political subdivisions for auditing federal funds received.

Protects donor information and working papers related to private funds held by foundations, nonprofit corporations, and other entities from public disclosure when in Legislative Auditor's possession.

Standardizes financial audit report formats prepared by certified and public accountants for state entities and political subdivisions to match the form used by the Legislative Auditor.
