AR HB1670

Amends Arkansas Code § 5-1-109(f) to require that an arrest warrant or other process be issued by a judge based on probable cause and sought to be executed without unreasonable delay for prosecution to commence under statute of limitations.

Modifies the statute of limitations for cases involving unknown suspects by allowing prosecution to commence when an indictment or information is filed against an unknown person if it contains and identifies genetic information of that person.

Eliminates statute of limitations restrictions for prosecutions where DNA testing implicates a person previously identified through searches of the State DNA Data Base or National DNA Index System.
