Creates Arkansas Code § 12-6-702 to define "critical incident" as an event with stressful impact sufficient to overwhelm a person's usually effective coping skills, including events outside the range of ordinary human experience.

Requires law enforcement agencies to adopt policies that may require officers involved in critical incidents to participate in debriefing by a mental health professional or certified peer support member.

Mandates law enforcement agencies assist officers involved in critical incidents in obtaining additional services to help them recover from psychological effects of the incident.

Adds "critical incident" to the definitions in Arkansas Code § 12-9-102 for the Arkansas Commission on Law Enforcement Standards and Training.

Amends Arkansas Code § 12-9-118(b)(2) to require law enforcement agencies to establish critical incident debriefing policies alongside existing policies on use of force, vehicle pursuit, professional conduct, and biased-based policing.
