Amends Arkansas Code § 14-233-105(g) to clarify that the county quorum court may appoint one additional director to the authority upon recommendation of the county industrial development corporation, who shall be a full voting director.

Adds new power to Arkansas Code § 14-233-107 requiring authorities to prepare an annual budget and approve it after review and approval by a majority of the authority members.

Amends Arkansas Code § 14-233-120 to require each sanitation authority to submit its annual budget to the governing bodies of member municipalities and counties within the last 90 days of each calendar year.

Establishes that member municipalities and counties must review and approve the annual budget by majority vote before the authority grants final approval.
