Amends Arkansas Code § 23-114-102 to add a comprehensive definition of "electronic bingo device" as a handheld or portable device requiring coded entry that allows players to monitor electronic facsimiles of paper bingo sheets, activate announced numbers, and identify winning patterns during authorized bingo games.

Restricts electronic bingo devices to a maximum of 50 bingo faces per game, prohibits coin or currency insertion, prevents remote play from locations other than the physical game site, and requires internal security controls approved by the Secretary of the Department of Finance and Administration.

Modifies Arkansas Code § 23-114-103(c) to allow play of games of bingo through electronic bingo devices as an exception to the general prohibition against electronic device play.

Amends Arkansas Code § 23-114-202 to permit bingo faces to be loaded electronically to electronic bingo devices in addition to preprinted paper or plastic formats, and requires all electronic bingo devices to be inspected and approved by the Secretary before use.

Establishes that electronic facsimiles of paper bingo sheets must be approved by the Secretary and clarifies that electronic devices may not otherwise be used as bingo faces or raffle tickets by participants.
