Changes requirement for fingerprints and photographs from mandatory ("shall") to discretionary ("may") for arrests involving Class A misdemeanors at receiving criminal detention facilities.

Maintains mandatory fingerprints and photographs for all felony arrests immediately following arrest.

Exempts taking fingerprints if the arrest is for a probation violation or if fingerprints are already in possession of the Arkansas State Police Identification Bureau.

Requires law enforcement to take DNA samples from persons arrested for any felony offense, in addition to fingerprints and photographs.

Requires courts to order DNA samples when a defendant's first court appearance is by citation or summons for enumerated felony offenses.
