Requires agencies to review newly enacted laws after each regular, fiscal, or special session to determine if existing rules should be repealed, amended, or if new rules should be adopted, with results documented in a written report.

Changes the filing deadline for final rule versions from January 1 to June 1 of the following year for rules resulting from regular or fiscal sessions, and maintains the 180-day deadline following sine die adjournment for special session rules.

Mandates the Bureau of Legislative Research file a report within 60 days after regular session adjournment identifying rules required by newly enacted laws that must be filed by June 1.

Requires agency heads to provide monthly written updates to the Legislative Council on rule promulgation progress, or appear before the Legislative Council monthly if a required deadline is missed, including explanations of delays and anticipated completion dates.

Allows agencies to request an exemption from reporting and appearance requirements if they determine a required rule is unnecessary for law operation, with the Legislative Council authorized to grant such exemptions if it determines the rule is not necessary.
