Transfers the Ouachita River Commission from the Department of Agriculture to the Department of Parks, Heritage, and Tourism, effective July 1, 2021

Repeals references to the Ouachita River Commission in the Department of Agriculture statutes and adds it to the Department of Parks, Heritage, and Tourism statutes

Transfers all statutory authority, powers, duties, functions, records, personnel, property, and unexpended appropriations of the commission to the Department of Parks, Heritage, and Tourism

Preserves all existing orders, rules, regulations, directives, and standards issued by the commission before the transfer, which continue in full force and effect until amended or repealed

Declares an emergency to ensure the Ouachita River Commission continues vital services during the transfer and maintains funding coordination with both departments' appropriation bills
