Amends Arkansas Code § 2-10-104(d) to explicitly grant the Arkansas Milk Stabilization Board jurisdiction over the base milk price paid to Arkansas milk producers.

Requires Arkansas milk producers to receive Class 1 prices (as declared by Federal Milk Marketing Order No. 7) for milk utilized or sold as fluid milk within the state.

Limits the Class 1 price requirement to milk that is both produced in and sold as fluid milk within Arkansas.

Allows the board to revise Class 1 price requirements if Arkansas is no longer considered a milk-deficit state.

Defines key terms: "base milk price" as the top line of a milk producer's check before deductions, "Class 1 price" as the Federal Milk Marketing Order No. 7 price, and "fluid milk" as buttermilk, eggnog, flavored, low-fat, skimmed, or whole milk.
