Adds Arkansas Code § 17-1-109 to require occupational or professional licensing entities to grant licenses to individuals who meet practice requirements and hold a Federal Form I-766 Employment Authorization Document (work permit).

Defines "occupational or professional license" as any license, certificate, registration, permit, or authorization required by law or rule to engage in an occupation or profession.

Designates the statute as a state law within the meaning of 8 U.S.C. § 1621(d), relating to federal restrictions on state benefits for aliens.

Requires all occupational or professional licensing entities to promulgate implementing rules and file final rules with the Secretary of State by January 1, 2022, or as soon as practicable if Legislative Council approval is still pending.

Directs licensing entities to submit proposed rules to the Legislative Council sufficiently in advance of January 1, 2022 for approval consideration.
