AR HB1741

Adds Arkansas Code § 16-84-117 establishing mandatory bail conditions for persons arrested for trafficking of persons, kidnapping, false imprisonment in the first degree, or offenses involving taking or holding a minor without consent

Requires defendants to agree to conditions including ankle monitoring or GPS tracking, restricted movement to residence (except medical emergencies), internet access restrictions, no contact orders with victims, firearm relinquishment, and substance abuse abstinence

Mandates cash or secured bonds requiring defendants to post at least 50% of the principal bond amount, regular reporting requirements, and curfews, all at court discretion

Allows courts to waive conditions upon showing that waiver would not increase risk to the community or risk of flight by the defendant

Denies bail release until case conclusion for any defendant who refuses or fails to agree to or adhere to required conditions without court waiver
