Amends Arkansas Code § 12-9-209 to require agencies that employ a trained law enforcement officer to reimburse the original training agency within 18 months of the officer's completion of training at a state-funded or municipally operated academy.

Establishes a tiered reimbursement schedule based on employment timing: 100% if hired within 2 months, 80% within 2-6 months, 60% within 6-10 months, 40% within 10-14 months, and 20% within 14-18 months of training completion.

Exempts reimbursement requirements if the original training agency terminated the officer before the officer was hired by another agency.

Authorizes the State Treasurer to withhold reimbursement amounts from county or municipal aid, or from appropriated funds to state agencies, and remit those funds to the agency entitled to reimbursement.

Extends reimbursement entitlements to private communities with populations exceeding 5,000 persons that employ certified law enforcement officers, allowing them to remit reimbursed costs to contracting entities that paid for officer training.
