Establishes "Annalynn's Law" and amends Arkansas Code § 17-26-102 to add a new definition for "registered hairstylist" who only provides washing, cleansing, drying, blow drying, combing, brushing, or styling services without other cosmetology services.

Exempts registered hairstylists from cosmetology licensure requirements and exempts establishments that only provide hair washing, cleansing, drying, blow drying, combing, brushing, or styling services from cosmetological establishment licensing.

Requires the Department of Health to develop a registration application process for registered hairstylists and allows the department to charge a maximum fee of $10.00 per registrant to cover registration maintenance costs.

Specifies that registered hairstylists working in a cosmetological establishment must be supervised by a licensed cosmetologist available to address health and safety issues.

Exempts individuals who only cleanse hair for compensation from full cosmetology licensure requirements while maintaining general business license and tax payment obligations.
