Amends Arkansas Code § 17-24-102(a)(9) to clarify that child support collection agencies not operating under Title IV-D of the Social Security Act are not exempt from licensing requirements and must be subject to licensure

Modifies subsection (10) to change "limited liability corporation" to "limited liability company" regarding entities that purchase non-delinquent accounts and collect them in their own name

Adds new subsection (11) creating an exemption for entities that purchase or attempt to collect accounts, claims, or demands arising from commercial loans or transactions for valuable consideration
