HB1754 - Child Support Law Amendments

• Replaces terminology "noncustodial parent" with "payor parent" and introduces "payee parent" throughout child support statutes to standardize language regarding support obligations.

• Adds "fictive kin" as eligible petitioners for child support and expands who can file petitions to include guardians and those with physical custody under specified assistance programs.

• Modifies income modification provisions to include both payor and payee parent income changes of 20% or $100+ monthly as material change of circumstances, requiring proof of income disclosure to courts and child support offices.

• Clarifies that parental incarceration of at least 180 days shall not be treated as voluntary unemployment when calculating child support amounts.

• Repeals Arkansas Code § 9-14-505 which previously prohibited using healthcare coverage premiums as direct offsets to child support awards.
