County clerks are prohibited from reproducing the addresses of "secure voters" in any format unless otherwise authorized by law (Arkansas Code § 7-5-109).

Voter registration lists provided to the public must exclude addresses of secure voters, with fees set at $10.00 for 1-5,000 voters, $25.00 for 5,001-25,000 voters, and $50.00 for more than 25,000 voters on electronic media.

A new "secure voter" status is created for registered voters who are domestic violence victims, allowing them to request protection of their address from public release (Arkansas Code § 7-5-112).

Secure voters are defined as victims of domestic violence offenses under § 5-26-301 et seq., holders of protection orders under the Domestic Abuse Act of 1991, or persons recognized as domestic violence victims in court orders.

Address information for secure voters is classified as confidential and not a public record under the Freedom of Information Act; the Secretary of State must promulgate rules by January 1, 2022, establishing procedures for secure voter status requests and verification.
