Extends the filing deadline for independent candidates from during the party filing period to 12:00 noon on the 60th day following the end of the party filing period for U.S., state, county, township, or district offices (excluding President and Vice President).

Allows independent candidates to withdraw and refile a notice of candidacy to designate a different position, provided the new filing occurs before the 12:00 noon deadline on the 60th day following the end of the party filing period.

Simplifies petition form requirements by changing language from "prescribed by the Secretary of State that includes without limitation" to "include" a designated space for elector signature, printed name, signature date, and address.

Repeals Arkansas Code § 7-7-103(b)(3)(C), which previously required independent candidates to submit an affidavit certifying that petition signatures were collected within a 90-day period and that signatures were collected in compliance with law.
