Amends Arkansas Code § 7-5-106(a) to prohibit certification and placement on runoff ballots for county and municipal officers if a candidate withdraws in writing (signed and acknowledged before an authorized officer) or dies prior to the runoff ballot deadline.

Amends Arkansas Code § 14-43-304(c) to apply the same withdrawal and death provisions to mayoral candidates in cities with mayor-council government, requiring written, signed, and acknowledged notice to the Secretary of State or county clerk.

Amends Arkansas Code § 14-61-111(b)(3) to establish identical withdrawal and death provisions for mayoral candidates under the city selection process, with the same notification requirements.

Provides that if a candidate withdraws or dies prior to a runoff election, the remaining candidate shall be declared the winner in all three affected election scenarios.
